Horseman without saddle and stirrup iron

Sir Thomas Monroe sculpture which I mentioned in my previous post dated 16th December 2009, you can see that horseman holding the reins without the saddle. Assuming that he is sitting on a saddle with fewer amenities, he is not resting his legs on stirrup iron which normally a horseman will do. Being an Englishman of 18th century and also a good horse man how come his stature has been depicted without proper saddle and added to that the legs are not resting in stirrup iron.  Probably just to attract our attention whether they have done this?
